Do you know what the occasion is?
Answer:
I have not heard about anything special happening at the North Windmill other than ongoing renovations. Others have also reported, photographed, and videotaped the turning of the windmill [http://www.flickr.com/photos/kap_cris/5402794185/] throughout the past couple of years.
